Research of construction timing for airport rail transit project

Abstract:From the view of coordinated development of airport access transportation system, this paper analyzed the construction timing issues about airport landside rail transit. Firstly, the stochastic variable model of construction timing selection of rail transit project was established. The model consists of two maximization goals: operational value and guidable value. Rail construction cost, operating cost and other factors were selected as operational value indicators. Travel time saving, travel safety improvement, the reduction in social environment cost, and the savings in ground transportation facilities were selected as guidable value indicators. Secondly, the influence functions of construction time and Monte Carlo simulation were used to determine the optimal construction time which reflects the influence of social benefit on optimal construction time and provides the basis for selecting the corresponding development strategy of airport rail transit projects. The models built above were also applied to the case study in Nanjing Lukou International Airport. The results indicate that different considerations of social benefits and economic benefits yield significant difference in optimal construction time selection. The method can provide the decision basis for the targeted construction strategy of airport rail traffic projects.
